Swedish citizenship test sample questions with answers
Ten illustrative Swedish citizenship test sample questions with answers and explanations. Modelled on UHR's knowledge areas — not official questions.
Want to see what the questions on the Swedish citizenship test might look like? Here are ten illustrative sample questions with answers and a short explanation of why each answer is correct — spread across several of the test's knowledge areas. Important to know up front: UHR has not published any official sample questions. UHR writes that "example test questions will be published on our website in good time before test day" according to the Swedish Council for Higher Education (UHR). The questions below are therefore our own examples modelled on the knowledge areas in the study material — not real or leaked test questions.
What year was the current Swedish constitution (Instrument of Government) adopted?
How the questions are built
Before the examples, it helps to know the format. According to UHR the test consists of around 60 multiple-choice questions with four answer options, one of which is correct. The time limit is 90 minutes, the test is written on paper and in Swedish.
The questions assess basic knowledge of Swedish society and are drawn from UHR's study material Sverige i fokus. The material's introduction states it plainly: "The test will be based on this material" (Sverige i fokus, UHR and Skolverket 2026, introduction). The material is available to download from UHR. So everything you need to know is in the material's chapters.
The examples below follow the same format: a question, four options and one correct answer with an explanation. If you want to know how the topics fit together, read about the seven knowledge areas, and a full walkthrough of the material is in the guide to the study material Sverige i fokus.
Ten sample questions with answers
1. The country of Sweden
How many municipalities is Sweden divided into?
- A) 21
- B) 25
- C) 290
- D) 349
Correct answer: C) 290. Sweden is divided into 21 counties and 290 municipalities. The number 21 is the number of counties and regions, while 349 is the number of members of the Riksdag. This question belongs to the chapter Landet Sverige (The country of Sweden).
2. Sweden's democratic system
The word democracy comes from Greek. What does it mean?
- A) Rule by a king
- B) Rule by the people
- C) Free trade
- D) Justice
Correct answer: B) Rule by the people. In a democracy power comes from the people, and citizens can influence decisions and replace those who govern. This is the core of the chapter Sveriges demokratiska system (Sweden's democratic system).
3. How Sweden is governed
How many members does the Riksdag have?
- A) 290
- B) 310
- C) 349
- D) 400
Correct answer: C) 349. The Riksdag (Swedish parliament) has 349 members who are elected every four years and decide on laws and the state budget. The Riksdag also appoints the prime minister, who in turn forms a government. This question belongs to the chapter Så här styrs Sverige (How Sweden is governed).
4. Elections and political parties
What share of the vote must a party win to enter the Riksdag?
- A) At least 2 percent
- B) At least 4 percent
- C) At least 10 percent
- D) There is no threshold
Correct answer: B) At least 4 percent. The four-percent threshold exists to prevent too many parties from entering the Riksdag, which would make it harder to form stable majorities. This is described in the chapter Politiska val och partier (Elections and political parties).
5. Law and justice
How many fundamental laws does Sweden have?
- A) One
- B) Two
- C) Four
- D) Seven
Correct answer: C) Four. Sweden's four fundamental laws are the Instrument of Government, the Freedom of the Press Act, the Fundamental Law on Freedom of Expression and the Act of Succession. They are harder to change than other laws. You can read more about the four fundamental laws. This question belongs to the chapter Lag och rätt (Law and justice).
6. Law and justice
Which court tries a criminal case first?
- A) The Supreme Court
- B) The Court of Appeal
- C) The District Court
- D) The Administrative Court
Correct answer: C) The District Court. The three levels are the district court, the court of appeal and the Supreme Court. Criminal cases and civil disputes begin in the district court, and a judgment can be appealed to a higher instance. This is described in the chapter Lag och rätt (Law and justice).
7. Human rights
What is the status of the Convention on the Rights of the Child in Sweden?
- A) It is only a recommendation
- B) It has been Swedish law since 2020
- C) It does not apply in Sweden
- D) It applies only to children under ten
Correct answer: B) It has been Swedish law since 2020. The Convention on the Rights of the Child is the UN convention on the rights of the child, and since 2020 it is law in Sweden. That means public agencies, courts and municipalities must apply it. This question belongs to the chapter Mänskliga rättigheter (Human rights).
8. The role of the media
Which three companies make up public service in Sweden?
- A) TV4, MTG and Bonnier
- B) Sveriges Radio, Sveriges Television and Utbildningsradion
- C) Aftonbladet, Expressen and DN
- D) Spotify, Viaplay and SVT
Correct answer: B) Sveriges Radio (SR), Sveriges Television (SVT) and Utbildningsradion (UR). Public service must be independent of political and other interests, may not earn money from advertising, and is financed through a dedicated public service fee collected via the tax bill. This question belongs to the chapter Mediernas roll (The role of the media).
9. Labour market and personal finances
Who sets wages in the Swedish labour market?
- A) The state through legislation
- B) The Riksdag each year
- C) Employers and trade unions through collective agreements
- D) The EU
Correct answer: C) Employers and trade unions through collective agreements. In Sweden wages are set through negotiations between the labour market parties — not by the state. This is a cornerstone of what is known as the Swedish model. This question belongs to the chapter Arbetsmarknad och privatekonomi (Labour market and personal finances).
10. The welfare society
Who has primary responsibility for healthcare in Sweden?
- A) The state
- B) The regions
- C) The municipalities
- D) Private insurance companies
Correct answer: B) The regions. Sweden's 21 regions are responsible for healthcare and finance it with tax from residents. The municipalities are instead responsible for things such as schools and elderly care. This question belongs to the chapter Välfärdssamhället (The welfare society).
11. Modern Swedish history
In which year did both women and men vote for the first time in a Swedish parliamentary election?
- A) 1809
- B) 1866
- C) 1921
- D) 1945
Correct answer: C) 1921. The decision on universal suffrage was taken in 1918, and in 1921 the first parliamentary election was held in which both women and men could vote and in which women could be elected. By then Sweden had become a democracy. This question belongs to the chapter Sveriges moderna historia (Modern Swedish history).
12. Sweden and the world
In which year did Sweden become a member of NATO?
- A) 1995
- B) 2009
- C) 2022
- D) 2024
Correct answer: D) 2024. After Russia attacked Ukraine in 2022, Sweden applied for membership in the defence alliance NATO and became a member in 2024. The year 1995 is when Sweden joined the EU. This question belongs to the chapter Sverige och omvärlden (Sweden and the world).
Why the explanation matters more than the right answer
Notice that every example has an explanation, not just a letter. That's deliberate. On a multiple-choice test you can sometimes guess correctly, but the person who understands why an answer is right can also handle questions phrased in a new way.
Several of the examples above have "tempting" wrong options — the number 21 in the municipalities question, or 1995 in the NATO question. That's how multiple-choice questions are often built: the nearby options test whether you can really tell the counties from the municipalities, or EU membership from NATO membership. Reading Sverige i fokus and understanding the context is therefore worth more than memorising isolated years.
This isn't an answer key — how to study for real
Twelve questions cover only a small part of the content. The test has around 60 questions and can touch any of the thirteen chapters in Sverige i fokus — including areas not above, such as human rights in detail, freedom of religion in a secular state, or traditions and holidays.
The reliable preparation is therefore to work through the whole material area by area and then practise with questions to find your weak spots. When UHR later publishes its own sample questions they will be a welcome complement — but they don't replace reading the material.
If you want to know how the topics fit together, start with the seven knowledge areas and the guide to the study material Sverige i fokus. For a concrete plan, see how to study for the citizenship test. More on the test's format, dates and who is covered is in the complete guide to the citizenship test 2026 — the test becomes a requirement for Swedish citizenship from 6 June 2026.
FAQ
Are there official sample questions for the Swedish citizenship test?
Not yet. UHR says that example test questions will be published on uhr.se in good time before test day, but has not released any official or leaked questions so far. The questions in this article are therefore illustrative examples modelled on the knowledge areas, not real test questions.
What do the test questions look like?
According to UHR the test consists of around 60 multiple-choice questions with four answer options, one of which is correct. The time limit is 90 minutes and the test is written on paper in Swedish. The questions assess basic knowledge of Swedish society based on the study material Sverige i fokus.
Where do the test questions come from?
The test is based on UHR's study material Sverige i fokus. The material's introduction states that the test will be based on this material, so everything you need to know is in the thirteen chapters — from Landet Sverige (The country of Sweden) to Traditioner och högtider (Traditions and holidays).
Is it enough to study sample questions?
No. Sample questions show how a question might be phrased, but they don't cover the whole content. The reliable route is to work through all of Sverige i fokus area by area and then practise with questions to find your weak spots.
How many correct answers do you need to pass?
UHR has not yet published the pass mark for the test. What is confirmed is the test format — around 60 multiple-choice questions in 90 minutes — and that the pilot test on 15 August 2026 is free of charge. Plan to know the whole material, not to hit a particular percentage.
Next step
Sample questions show the format, but you build the knowledge through practice. The most effective approach is to practise with many questions, see where you answer wrong, and go back to the right chapter in Sverige i fokus.
That's exactly how the platform is built. Start practising on medborgaretest.se today — you'll train with questions in the core civics topics and see right away which areas you need to build out before the test.
