What is the Swedish citizenship test?

The citizenship test (medborgarskapsprovet) is a civics knowledge exam that becomes part of the requirements for Swedish citizenship under the reform taking effect on 6 June 2026. The test measures basic understanding of how Swedish society works — the foundations of democracy, civic rights and responsibilities, the roles of public authorities, and the rules of everyday life. It is not an academic exam. It is about practical knowledge relevant to everyone who lives in Sweden.

The test is separate from the Swedish language test. Both belong to the same broader reform of the citizenship requirements. The test is developed and administered by the Swedish Council for Higher Education (UHR), while the Swedish Migration Agency (Migrationsverket) examines and decides applications. Importantly, passing the test is not the only route: the knowledge requirement can also be met with Swedish school grades, a passing grade in SFI course D, or studies at komvux or folk high school — the test is for those who need to demonstrate the knowledge another way.

Status and timeline (June 2026). The tightened requirements take effect on 6 June 2026. The society-knowledge test is introduced in stages: the first sitting is a free pilot (utprövningsprov) on 15 August 2026 in Stockholm, with a limited number of seats (around 1,000). The Swedish language test comes later — the reading- and listening-comprehension part is planned to be in place by 1 October 2027 at the latest (or earlier if the government decides), with the speaking and writing parts later still.

Why is the citizenship test being introduced?

The Swedish parliament has decided that a shared knowledge requirement strengthens the conditions for participation in Swedish society. The government cites three main reasons:

  • Democratic grounding. Knowledge of how Sweden is governed — the Riksdag, the government, the constitution, and citizens' rights — is fundamental for participating in public life.
  • Practical participation. Understanding how public authorities, healthcare, schools, and the labour market work makes it easier to navigate everyday life and take advantage of the welfare system Sweden offers.
  • In line with several European countries. Countries such as Germany, the Netherlands, and Denmark have long had citizenship tests. Sweden is moving toward an arrangement that already exists in several European countries.

Requirements for applying for Swedish citizenship in 2026

The knowledge requirement is one of several requirements that change or are introduced together in the 6 June 2026 reform. The reform has no transitional provisions for residence, self-sufficiency, and conduct, which means Migrationsverket assesses every application not decided before 6 June under the new rules — including applications filed earlier. In outline:

  • Age. The standard rule for applying is that you must have turned 18. The knowledge requirement applies to those who have turned 16 but not 67 (in practice ages 16–66); anyone who has turned 67 is exempt.
  • Residence. The main rule rises from 5 to 8 years of lawful residence in Sweden. Shorter periods apply for Nordic citizens and former Swedish citizens (2 years), stateless persons (5 years), refugees (7 years), those married to or cohabiting with a Swedish citizen (7 years), and young adults under 21 (7 years). Anyone who cannot prove their identity can become a citizen at the earliest after 10 years.
  • Self-sufficiency. A new income requirement is introduced: your own durable income of at least three income base amounts per year — about SEK 20,000 per month before tax — from employment or business, and no more than six months of social assistance over the past three years. Exemptions include old-age pensioners, people with a lasting disability, and certain students.
  • Identity. You must be able to prove your identity with an approved ID document — passport or national ID card.
  • Good conduct. The standard is tightened to "an orderly and honourable way of life" (skötsamt och hederligt levnadssätt). The assessment is broadened to also weigh debts in and outside Sweden, contact bans, and involvement in organisations engaged in systematic abuse — and anyone who has committed a crime must wait longer.
  • Knowledge requirement (the test). From 6 June 2026 you must demonstrate basic knowledge of Swedish society. You do this through a passing citizenship test with UHR, or in another way — Swedish school grades, a passing grade in SFI course D, or equivalent studies at komvux or folk high school. The first sitting in 2026 is a free pilot.
  • Language requirement. The Swedish-language requirement also applies from 6 June 2026 and can be shown in the same ways as above. The language test itself comes later (reading and listening comprehension is planned by 1 October 2027 at the latest).

What is tested in the citizenship test?

The test is based on the official study guide Sverige i fokus, produced by UHR together with the National Agency for Education (Skolverket) on the government's commission. The material is organised into 13 chapters. The focus is on understanding context — not on memorising facts, years, or individual statutes. Its content can be grouped broadly as follows:

  • Democracy and government. The role of the Riksdag, the government's responsibilities, how laws are passed, elections and political parties, the constitution, and the principle of public access.
  • Sweden's constitutional laws. The four fundamental laws — the Instrument of Government, the Freedom of the Press Act, the Fundamental Law on Freedom of Expression, and the Act of Succession — as well as human rights.
  • The legal system. How courts function, the roles of the police and prosecutors, and citizens' rights when dealing with authorities and the justice system.
  • Public authorities and services. The responsibilities of the Swedish Tax Agency, Social Insurance Agency, Public Employment Service, municipalities, and regions — and how to access their services.
  • Work and welfare. The Swedish welfare model, collective agreements, taxes, the pension system, and the roles of labour market parties.
  • Modern Swedish history. The growth of democracy, the development of the welfare state, industrialisation, and Sweden's role in Europe and the world.
  • Everyday life and norms. The right of public access (allemansrätten), gender equality, civil society, basic rules in working life, and how public services work in practice.

How difficult is the citizenship test?

The test is designed to be passable for anyone who understands the basics of how Sweden works. It is not an academic exam — you do not need to memorise legislation, historical dates, or detailed authority structures. It is meant to be within reach for those who prepare with the right material.
