What is the Swedish citizenship test?

The citizenship test is a civics knowledge exam that Sweden is introducing in 2026 as a mandatory requirement for applying for Swedish citizenship. The test measures basic understanding of how Swedish society works — the foundations of democracy, civic rights and responsibilities, the roles of public authorities, and the rules of everyday life. It is not an academic exam. It is about practical knowledge relevant to everyone who lives in Sweden.

The test is separate from the planned Swedish language test. Both are being introduced as part of a broader reform of the requirements for Swedish citizenship. The Swedish Migration Agency (Migrationsverket) administers the applications, and the test is aimed at adults planning to apply for citizenship from 2026 onwards.

Why is the citizenship test being introduced?

The Swedish parliament has decided that a shared knowledge requirement strengthens the conditions for participation in Swedish society. The government cites three main reasons:

  • Democratic grounding. Knowledge of how Sweden is governed — the Riksdag, the government, the constitution, and citizens' rights — is fundamental for participating in public life.
  • Practical participation. Understanding how public authorities, healthcare, schools, and the labour market work makes it easier to navigate everyday life and take advantage of the welfare system Sweden offers.
  • In line with the rest of Europe. Countries such as Germany, the Netherlands, and Denmark have long had citizenship tests. Sweden is aligning with an established European standard.

Requirements for applying for Swedish citizenship in 2026

The citizenship test is an addition to the existing requirements. To apply for citizenship the following applies:

  • Age. You must be at least 18 years old.
  • Residence. Normally 5 years of lawful residence in Sweden. Shorter periods apply for Nordic citizens (3 years), refugees (4 years), and those married to or cohabiting with a Swedish citizen (2 years).
  • Identity. You must be able to prove your identity with an approved ID document — passport or national ID card.
  • Good conduct. No serious criminal convictions, debts with the Enforcement Authority (Kronofogden), or other circumstances indicating you have not met your obligations.
  • Citizenship test. From 2026 a passing result on the civics test is required.
  • Language test. A separate Swedish language test is planned as an additional requirement. Details will be announced by the government.

What is tested in the citizenship test?

The government has stated that the test covers seven knowledge areas within civics. The focus is on understanding context — not on memorising facts, years, or individual statutes.

  • Democracy and government. The role of the Riksdag, the government's responsibilities, how laws are passed, elections and political parties, the constitution, and the principle of public access.
  • Sweden's constitutional laws. The four fundamental laws — the Instrument of Government, the Freedom of the Press Act, the Fundamental Law on Freedom of Expression, and the Act of Succession — as well as human rights.
  • The legal system. How courts function, the roles of the police and prosecutors, and citizens' rights when dealing with authorities and the justice system.
  • Public authorities and services. The responsibilities of the Swedish Tax Agency, Social Insurance Agency, Public Employment Service, municipalities, and regions — and how to access their services.
  • Work and welfare. The Swedish welfare model, collective agreements, taxes, the pension system, and the roles of labour market parties.
  • Modern Swedish history. The growth of democracy, the development of the welfare state, industrialisation, and Sweden's role in Europe and the world.
  • Everyday life and norms. The right of public access (allemansrätten), gender equality, civil society, basic rules in working life, and how public services work in practice.

How difficult is the citizenship test?

The test is designed to be passable for anyone who understands the basics of how Sweden works. It is not an academic exam — you do not need to memorise legislation, historical dates, or detailed authority structures. Similar tests in the Nordic countries and Europe generally show high pass rates among those who have prepared with the right material.

The questions are likely to be multiple choice — clear, concrete, and adapted for people with different educational backgrounds. What matters is that you understand how Sweden is governed, who does what in society, and what rights and responsibilities apply. Overall understanding weighs more than detailed knowledge.

How do you best prepare for the test?

The most effective way to prepare is regular practice with questions that reflect the seven knowledge areas. Short, focused sessions — 15–20 minutes per day — produce better results than intensive cramming just before the test.

  • Practice with the right question format. The test will likely use multiple-choice questions. Train in that format — not open questions or essays.
  • Learn the big picture. Understand how the pieces fit together: how the Riksdag, the government, and public authorities interact, rather than reciting isolated facts.
  • Stick to reliable sources. There is a lot of rumour about the test. Use official information and well-founded practice platforms — not social media.
  • See Swedish everyday life as your textbook. The questions are about things you already encounter: which authority to contact when you move, what the region does versus the municipality, how freedom of expression works.

At medborgaretest.se you will find over 1,000 interactive questions covering all knowledge areas. The platform adapts to your answers and shows exactly where you need to spend more time — so you can walk into the test with genuine confidence.

The test covers seven knowledge areas: democracy and government (the Riksdag, the government, the constitution, elections), Sweden's constitutional laws and human rights, the legal system (courts, police, prosecutors), public authorities and services (Tax Agency, Social Insurance Agency, municipalities), work and welfare, modern Swedish history, and everyday life and norms (right of public access, gender equality). The focus is on understanding context — not memorising facts.

How are the questions on medborgaretest.se designed?

The questions are written by qualified teachers in civics and Swedish and follow Skolverket's criteria for civics as well as the knowledge areas the Swedish government has outlined for the citizenship test. Medborgaretest.se is an independent practice platform and is not affiliated with the Swedish Migration Agency or the government. We continuously update the content as new information is published by the authorities.

How long does it take to prepare?

Most users feel ready after 2–4 weeks of regular practice with 15–20 minutes per day. Short, focused sessions work better than intensive cramming just before the test. Our platform shows exactly which subject areas you need to focus on more, so you spend your time wisely.

What is civics and why is it in the test?

Civics is knowledge of how Swedish society is organised — the foundations of democracy, the roles of the state and municipalities, the legal system, citizens' rights and responsibilities, and how elections and political decisions work. It is in the test to ensure that everyone who becomes a Swedish citizen understands how Sweden is governed and the rules that apply to everyone living here.

What requirements must you meet to apply for Swedish citizenship?

You must be at least 18 years old, have lived in Sweden for at least 5 years (3 years for Nordic citizens, 4 years for refugees, 2 years if married to or cohabiting with a Swedish citizen), be able to prove your identity with an approved ID document, have maintained your residence permit, and have no serious debts or convictions. From 2026, passing the citizenship test is also required. The Migration Agency assesses each application individually.

How do you register for the citizenship test?

Registration will be through the Migration Agency when the test comes into force in 2026. The exact booking process, test dates, and test centres will be published by the Migration Agency. Start preparing now — those who are ready from day one will have a clear head start.

What happens if you fail the test?

There is no limit to how many times you can take the test. If you do not pass on the first attempt you can register again and try once more. Medborgaretest.se helps you identify exactly which subjects you need to practice more, so each attempt is better prepared.

Is the test in Swedish?

Yes, the citizenship test is conducted in Swedish. This is a clear reason to practice civics in Swedish — not just to learn the content, but to get used to Swedish technical language in the areas of democracy, public authorities, and the legal system. On medborgaretest.se all questions and explanations are written in correct Swedish.

Does the citizenship test assess language skills?

No — the citizenship test assesses civics, not Swedish as a language. A separate Swedish language test is planned as an additional requirement. However, since the test is conducted in Swedish, good reading comprehension is a prerequisite for understanding the questions, which makes it especially valuable to practice with Swedish texts and questions.

Does medborgaretest.se work on mobile?

Yes, the platform works on all devices — mobile, tablet, and desktop. Practice whenever it suits you: on public transport, at lunch, or at home. No apps to download; everything runs directly in the browser.
