Swedish citizenship test 2026 — the complete guide

The complete guide to Sweden's 2026 citizenship test: when it starts, who must take it, what it covers, and how to prepare.

The Swedish citizenship test is a civics knowledge test that becomes a requirement for Swedish citizenship from 6 June 2026. The first sitting takes place on 15 August 2026 in Stockholm. The Swedish Council for Higher Education (UHR) is responsible for designing, administering and grading the test on behalf of the government. This guide walks through when the test starts, who must take it, what it looks like and how to prepare — based on what the Swedish Migration Agency (Migrationsverket), UHR and the government have confirmed so far.

What is the citizenship test?

The citizenship test is part of the reform that tightens the requirements for Swedish citizenship from 6 June 2026. The test measures your basic knowledge of Swedish society — how Sweden is governed, the legal system, the welfare state and modern Swedish history. It is a knowledge requirement, not a language test: a separate Swedish language test is being introduced in stages, with reading and listening comprehension targeted to be in place by 1 October 2027 at the latest.

The test is held by UHR. The first sitting takes place on 15 August 2026 in Stockholm.

When does the test start?

The new requirements for Swedish citizenship enter into force on 6 June 2026 under the government's bill. The test itself rolls out in stages:

  • June 2026 — Registration opens (only after a letter from Migrationsverket).
  • 15 August 2026 — First pilot sitting of the civics test (Stockholm).
  • 1 October 2027 at the latest — First module of the Swedish language test (reading + listening) must be in place.
  • Later — Additional language modules (speaking and writing).

Migrationsverket has confirmed there are no transitional rules. Anyone whose citizenship application is undecided when the new rules take effect is assessed under the new framework.

Who has to take the citizenship test?

The knowledge requirement applies to applicants for Swedish citizenship who are between 16 and 66 years old. The test, however, is only one of several ways to meet that requirement — there are alternatives.

You can demonstrate the required knowledge through any of the following:

  • A passing grade on the citizenship test at UHR.
  • Swedish school transcripts from compulsory school, upper secondary school or adult education (komvux) showing sufficient civics.
  • A passing grade on SFI course D.
  • Equivalent passing courses from a Swedish folkhögskola (folk high school).

If you are under 16 or over 66, the knowledge requirement does not apply to you.

Exemption from the knowledge requirement

You can be exempted if, due to a disability or other personal circumstances, it cannot reasonably be expected that you demonstrate the knowledge. Exemption is just that — an exception. The default rule is that the requirement applies to everyone in the age range.

What does the test look like?

The test covers basic knowledge of Swedish society. UHR has not yet published the full test specification — exact question count, pass mark and time limit will be confirmed around the August sitting. What UHR and Migrationsverket have confirmed so far is that the test:

  • Is administered by UHR at a designated venue (the first sitting in Stockholm).
  • Covers basic knowledge of Swedish society.
  • Is free of charge at the August 2026 sitting.
  • Requires Migrationsverket to have referred you to register.

UHR has also produced study material on basic Swedish civics that you can use to prepare. Among the core knowledge areas are democracy and the system of government, the legal system, public agencies and services, the welfare state, and modern Swedish history.

How do you register?

Registration opens in June 2026. The process looks like this:

  1. You apply for Swedish citizenship at Migrationsverket as usual.
  2. Migrationsverket assesses whether you need to take the test or can demonstrate the knowledge another way (school transcripts, SFI D, folkhögskola).
  3. If you need to take the test, you receive a letter from Migrationsverket.
  4. With that letter, you register for a test sitting through UHR.
  5. You take the test on the scheduled date and receive your result.

You cannot register on your own initiative — your invitation to take the test is tied to your pending citizenship application. More on the registration process and what the letter means.

The test is one of several requirements

Passing the citizenship test is necessary — but not sufficient. For Swedish citizenship from 6 June 2026 you also need:

  • Residency requirement (hemvist): raised from 5 to 8 years of permanent residence in Sweden as the default rule.
  • Income requirement: an annual income equivalent to at least three "income base amounts" (about SEK 20,000 per month before tax), with no more than six months of social assistance combined over the past three years.
  • Honorable conduct requirement (skötsamt levnadssätt): stricter character review — applicants with criminal convictions face longer waits.
  • Identity: you must be able to prove your identity with approved documents.

How do you prepare?

UHR has produced study material on basic Swedish civics for the test. Information on the accommodations offered (for example for disabilities) will be published "shortly" according to UHR. Preparation is mostly about understanding context in Swedish civics rather than memorising trivia.

A realistic plan looks like this:

  1. Map your current knowledge. Run practice questions in each topic area to see where you are strongest and weakest.
  2. Spend time where it pays off. Two hours on your weakest topics returns more than two hours polishing what you already know.
  3. Read primary sources. Migrationsverket's pages on citizenship, the Riksdag's overview of the fundamental laws, and the government's description of the system of government are solid starting points.
  4. Practise regularly. Short sessions over several weeks beat a single long cram.

FAQ

Is the civics test a language test?

No. The civics test from August 2026 measures knowledge about Swedish society — not language proficiency. A separate Swedish language test (reading and listening) will be introduced later, by 1 October 2027 at the latest.

Does the test cost anything?

The pilot test in August 2026 is free of charge according to UHR. Long-term fees — and what a retake will cost — will be confirmed when UHR publishes the full regulations.

Where in the country is the test held?

The first sitting is in Stockholm on 15 August 2026. UHR has not yet published a full list of upcoming venues — keep an eye on uhr.se for updates on where the test is offered next.

Are my Swedish school grades enough?

Possibly. If you have passing grades in civics from Swedish compulsory school, upper secondary school or komvux — or a passing grade on SFI course D or equivalent from folkhögskola — you may meet the knowledge requirement without taking the UHR test. Migrationsverket decides in your individual case whether your grades are sufficient or whether you must book the test.

What happens if I don't pass the test?

UHR has not yet published the full retake rules. What is confirmed is that the pilot sitting is free. The number of attempts, retake fees and waiting periods will be set out when UHR publishes the full regulations. The practical message: plan to pass on the first attempt — a pending citizenship application can't be decided until the knowledge requirement is met.

Who is exempt from the test requirement?

If you are under 16 or over 66 years old, the knowledge requirement does not apply to you (in legal terms: the requirement does not apply to anyone who has turned 67). You can also be exempted if, due to a disability or other personal circumstances, it cannot reasonably be expected that you demonstrate the knowledge.
