Swedish language test vs. citizenship test — the difference

Two separate tests are required for Swedish citizenship. One measures civics, the other Swedish proficiency. Here's how they differ — and how to prepare for both.

Sweden is introducing two separate tests as requirements for citizenship from 6 June 2026: one in civics (the citizenship test) and one in Swedish proficiency (the language test). The first civics test is held by the Swedish Council for Higher Education (UHR) on 15 August 2026 in Stockholm. The Swedish reading and listening comprehension test is being introduced by 1 October 2027 at the latest, with additional speaking and writing modules at basic level introduced later. Both are part of the knowledge requirement — but they measure different things, and in many cases you can meet either or both without sitting the tests yourself.

Two tests on different timelines

The reform requires "sufficient knowledge of Swedish and of Swedish society". The legislator split that assessment into two separate tests with different start dates:

The citizenship test — knowledge of society

The citizenship test is a knowledge test about Swedish society. UHR runs the first sitting on 15 August 2026 in Stockholm — a pilot used to quality-check the questions and format before the test rolls out more widely.

The test covers basic knowledge of Swedish society according to UHR — read about the core topic areas in a separate guide. UHR has produced study material to help you prepare.

Because the civics test and the language test are two separate tests, the civics test does not measure language skill in itself — it is a content test. You still need enough Swedish to read and interpret the questions.

The language test — Swedish at functional level

The language test is being introduced after the civics test and in stages:

  • By 1 October 2027 at the latest — the reading and listening comprehension test at functional level.
  • Later — tests in speaking and writing at basic level.

"Functional level" means you should be able to understand and make yourself understood in everyday and societal contexts — roughly the level needed to read information from authorities, communicate with healthcare or follow Swedish news. It is not an academic language test.

The government has adjusted the language-test mandate several times. The 1 October 2027 date is the most recently confirmed target according to the bill — the exact format and fee will be confirmed by UHR closer to implementation.

You don't have to take the tests themselves

Both tests are alternative paths to demonstrating the knowledge. Migrationsverket assesses in your case whether you have already shown what is required another way:

  • School transcripts from Swedish compulsory school, upper secondary school or komvux.
  • SFI course D — passing grade.
  • Folkhögskola at the equivalent level.

The difference in short

  • Different focus: the civics test measures what you know about Sweden. The language test measures how well you handle Swedish.
  • Different timeline: the civics test starts 15 August 2026; the language test by 1 October 2027 at the latest.
  • Same administrator: UHR is responsible for both.
  • Same alternatives: school transcripts, SFI course D and folkhögskola can replace both in many cases.
  • Same overall purpose: both are parts of the same knowledge requirement for citizenship.

How to prepare in parallel

The smartest move is to build both at the same time — you can spend the same time on both knowledge areas:

  1. Practise civics in Swedish. That way you learn the content and get used to the technical vocabulary at the same time. Medborgaretest.se is built around exactly that.
  2. Read Swedish texts with civic content — daily papers, regeringen.se, the Riksdag's information on the fundamental laws. You train both language and knowledge.
  3. Listen to Swedish news (P1 Morgon, Ekot) or informational podcasts to get used to spoken Swedish. That strengthens both listening comprehension and civics knowledge.

If your language level is lower — start with SFI course D or equivalent. That can both meet the language requirement directly and prepare you for the Swedish level the civics test runs at.

FAQ

Do I have to pass both tests?

No. You need to demonstrate knowledge of both Swedish and civics, but the tests are only one of several ways. School transcripts, SFI course D or folkhögskola courses at the right level are enough in many cases. Migrationsverket decides in your case which tests you need to take.

Which test do I take first?

The civics test comes first (first pilot 15 August 2026). The language test follows later in two phases. If both are required in your case, Migrationsverket and UHR communicate the order.

Is the language test harder than the civics test?

They measure different things, so they can't be directly compared. The language test is at "functional level", not academic level — if you pass SFI course D, the language test is within reach. The civics test is about understanding context in Swedish society.

What do the tests cost?

The pilot civics test in August 2026 is free of charge according to UHR. Fees for later sittings and for the language test will be confirmed when UHR publishes the full regulations.
