When does the Swedish citizenship test start? New 2026 and 2028 dates
The Swedish citizenship test rolls out in stages: civics in 2026, language test in 2028. Here's what the government's latest update means.
The Swedish citizenship test isn't introduced all at once but in stages. According to the Swedish Council for Higher Education (UHR), as cited in Kvartal, a limited civics test can be piloted during 2026, while the Swedish language test is expected first in autumn 2028. Dagens Nyheter summarises the delay as up to two years against the original timeline.
The new timeline in short
The timeline for the citizenship test now looks like this:
- 2026 — a limited civics test can be piloted. The pilot test on 15 August 2026 is a voluntary step along the way (more in our pilot test walkthrough).
- Autumn 2028 — the Swedish language test is expected to be ready.

Why has the test been delayed?
To become a Swedish citizen, the government says you have to pass a basic test in Swedish and civics. But the universities tasked with designing and running the tests have continued to object. It's both about tight timeframes and a question of principle: should politically commissioned tests be the universities' responsibility?
Higher Education Minister Lotta Edholm (Liberal Party), according to DN, stresses that the tests are important and should be introduced as soon as possible:
"It is important that they come into place as soon as possible."

When does the test requirement apply to you?
The citizenship-test requirement only applies once the tests are actually in place and part of Migrationsverket's application procedure. The August 2026 pilot is voluntary and does not affect your Swedish citizenship application — details in our pilot test walkthrough.

- Application before 2026/2027 — likely without a test requirement, depending on when the law takes effect.
- Application after introduction — you'll need to pass the civics test (and later the language test).
