By Anna Lindberg8 min read

About 80% of the people who took Sweden's first citizenship test passed. The Swedish Council for Higher Education (UHR) (in Swedish) announced the results on 22 October 2026. In total, 875 people took the civics test on 15 August, which means roughly 700 passed. The pass mark was set at 28 out of 40 points, or 70% correct. The test had 60 questions, but because it was a trial test, only 40 of them counted. Your result is in your UHR account and is sent automatically to the Swedish Migration Agency (Migrationsverket).

In which year did the Riksdag (Swedish parliament) decide on universal suffrage in Sweden?

Why only 40 of the 60 questions counted

The test had 60 questions, but the result shows a maximum of 40 correct. The reason is that the August test was a trial test (utprövningsprov). According to UHR, a surplus of questions was tried out in order to select 40 questions that worked well, in terms of both content and measurement.

A trial test means the questions were used in a real test situation for the first time. According to UHR (in Swedish), this is a necessary and established step when building a new, large-scale test. It also meant that test-takers were given generous time.

If you took the test, this means the pass mark applies to the 40 questions that counted, not to all 60.

How the pass mark of 28 points was set

The pass mark was decided afterwards, once the test and the results had been analysed. The proposal came from the University of Gothenburg, which is responsible for the civics part of the test. The analysis was carried out by experts in test design and assessment, using both qualitative and quantitative methods. UHR, the authority that decides on the results, then set the pass mark at 28 out of 40 points.

The work took time. The results came more than two months after the test.

"An assessment and an analysis of the first test have been carried out. You have to be allowed to take your time and make sure it turns out well and correct," Andreas Sandberg, programme manager for the citizenship test at UHR, told the news agency TT (in Swedish; quotes translated).

According to TT, UHR concludes that the test was of the quality required for it to be used as the first civics test. On the share who passed, Andreas Sandberg said:

"I don't put any value judgement on the result. Based on the material we have received from the test developers, it is a good result for the first test."

What happens now?

The wait for the results has created a queue for citizenship. While Migrationsverket was waiting for the test results, it could not approve many applications and could mostly only reject those where it was clear the requirements were not met, Sveriges Radio (in Swedish) reported on 8 October. The results are now being transferred to Migrationsverket.

How to see your result

You can see your result when you log in to the account you created when you registered, according to UHR's results page (in Swedish). According to UHR's questions and answers (in Swedish):

  • You can see how many questions you got right out of the total, and the pass mark.
  • You cannot see which questions you got right or wrong. The test is covered by test confidentiality (provsekretess).
  • If your account says "Ej resultat" (no result) and you have questions about it, you can contact UHR's support.
  • You do not need to send your result to Migrationsverket. It is sent there automatically.

What applies to appeals, failed results and the next sitting is also collected on our results page (in Swedish).

If you passed

A pass meets the requirement for basic knowledge of Swedish society. It does not mean your citizenship application has been approved. UHR transfers the result to Migrationsverket, which is responsible for the further processing of your case and assesses the other requirements for citizenship, such as the residency requirement, the conduct requirement and the income requirement.

The test only covered civics. The requirement to know Swedish remains, but for now you show it in other ways, for example with grades in Swedish or a passing Tisus result, according to Migrationsverket (in Swedish). If the agency needs more documentation in your case, it will contact you.

If you failed

Roughly one in five test-takers did not pass. A fail is not the end: according to UHR, you may get the opportunity to show your knowledge again. Contact Migrationsverket to find out what applies to you.

  • The next civics test is planned for April–May 2027. UHR will announce the date and location later.
  • You need to register again. Registration is closed for now, and UHR will announce later when it opens. When it opens, you can only register if you have received a letter from Migrationsverket.
  • The test costs money from 2027. Under the citizenship test ordinance (in Swedish), the fee is 2 000 kronor (SEK 2,000), and it applies for the first time to tests held in 2027. Anyone who is stateless and has been granted refugee status or a travel document by a Swedish authority pays no fee. UHR says information about the registration fee will follow.
  • The result cannot be appealed. Under the ordinance, decisions other than decisions under section 9 cannot be appealed. Section 9 covers UHR deciding that a test-taker should not get any result because they did not follow the rules or instructions at the test.

If you can show the knowledge in another way, you do not need to take the test again. According to Migrationsverket (in Swedish), this includes, for example, a pass grade in civics (samhällskunskap) from year 9, upper secondary school or municipal adult education (Komvux). Migrationsverket decides whether your qualifications are enough.

What the pass mark means for the next test

The pass mark of 28 out of 40 applied to the August test. For the next test, UHR says information about the test time and the number of questions will follow. So don't assume the format and the pass mark will be exactly the same in spring 2027.

Aim for a margin. 70% was enough in August, but if you are right on the line, you have no room for a bad day.

For comparison: in our analysis of practice data from 2 October, 78% of the 182 people who had done a full 60-question mock test on medborgaretest.se scored at least 70% on their first attempt. That is close to the outcome of the real test, but the comparison has limits. These are our own practice questions, not UHR's, and the people who practise with us are not the same group as those who took the test.

In our data, two things trip people up most: years and concepts that are easy to mix up, such as the EU and the Council of Europe. Start with UHR's free study material, Sverige i fokus, and spend most of your time on the chapters where you lose points.
